This position provides strategic data analytics leadership and expert informatics consultative leadership and support to all BCBSLA Business areas and external Group Account Executives to improve efficiency, maintain cost effective practices and design effective strategic plans. Leads all formal business relationship management functions pertaining to Population health within the Healthcare Services Division. This position will lead analytic efforts to provide consultative trend analytics, population health analytics, and value-based care analytics to internal and external stake holders, external group leaders, producers, and customers including health systems to support strategic business needs. Additionally, this position is responsible for oversight, development, refinement, maintenance of group and population reporting packages and custom reporting solutions including data exchange with accounts and customers, including but not limited to, shared-risk products. The position oversees and coordinates collection, validation and exchange of data for analytics and reporting needs between BCBSLA and accounts/customers. Leads a cross-functional, multi-departmental team in identifying improvement opportunities for account groups, health systems, and customers. Guides and directs staff to refine and deliver analytic requests related to population health management, value-based contracts, group accounts, provider reimbursement, shared-risk product design, Medicare Advantage populations, ancillary products and other areas of health-outcome optimization and utilization management. Accountable for complying with all laws and regulations associated with duties and responsibilities.

+ Bachelor’s in Accounting, Finance, Business Administration, Healthcare Administration, Healthcare Informatics or other related degree required
+ MBA, MPH, CIA or CPA preferred
+ Four years of related experience can be used in lieu of a Bachelor’s degree.
+ 7 years marketing and/or marketing research and/or analytics or related experience involving: framing of strategic questions to be solved, generating insights (primary research or secondary analytics), deriving business implications, driving for practical/actionable solutions, measuring impact required
+ 3 years of people management experience required
+ 4 years experience functioning in a managerial, supervisory, or Team Lead capacity with direct oversight of data analysis team projects required
+ Experience in a health care environment related to account management, project management, data analysis, reporting or forecasting required
+ Experience in developing and presenting account-specific population health analytics and value-based analytics to accounts required
Skills and Abilities
+ Solid understanding of population health analytics and value-based analytic methodologies and applications, including risk-adjustments, care gaps, value-based reimbursements (PCMH/ACO), episode groupers and predictive-modeled attributes in health care.
+ Solid understanding of research methods, experimental design (quantitative and qualitative), statistical and analytical methodologies.
+ Strong written and oral communication skills, including the ability to translate complex reports and analysis into simple ‘business speak’ and present results to account groups up to the executive level
+ Lead strategic market insights from a broad range of inputs across different customer groups and segments. Ensure that the group account team and population health stakeholders are focused on critical business questions and drive towards relevant and synthesized insights.

+ Provide hands-on support on a specific brand(s) or topics, ad-hoc requests, targeted analysis

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
+ Administers all people management functions for the area, including but not limited to staff development through providing feedback, coaching and recognition, hiring, terminating, setting performance standards, performance reviews, approving work schedules and assigning and directing workload to ensure achievement of department goals.
+ Responsible for conducting research, identifying vendors, vendor negotiations, and managing population health related vendors.
+ Monitors industry trends, technological advances and government regulations affecting account groups and takes appropriate action.
+ Serves as analytics subject matter expert (SME) and advisor to collaborating departments on corporate cross-functional projects, reports and activities. Serves as primary contact for business areas and a key support partner by attending meetings, responding to inquiries, assisting leaders with health care data informatics needs assessments, data gathering, interpretation, forecasting, operational improvements and strategic planning. Maintains visibility with all business area management to address issues and concerns that are identified in a timely and professional manner, including investigating and resolving data analytics issues.
+ Partners with internal client (e.g. marketing, provider relations, payment innovations, population health, etc.) to gather “data requirement”, create “analytic insight” requirements and facilitate “execution” through business areas.
+ Employs a variety of techniques including model creation, data aggregation, statistical analysis, data mining and visualization in production and/or non-production environment.
+ Collaborates with health care analytics divisions and Health Services in developing technical analytic infrastructure to develop future analytic/predictive model/BI capabilities.
+ Mentors and coaches analysts to enhance analyses in order to meet expectations/needs of business stakeholders. Strategically manages analyses from inception to completion and presents insights and analysis to business leaders to influence decisions.
+ Assesses and monitors organizational effectiveness proactively to build and implement plans. This includes identifying the need for change and effectively implementing change management strategies, which includes stakeholder analysis, communication strategy, visible change advocacy and developing measurements of success.
+ Compiles, analyzes, interprets and presents data as required.
+ Accountable for the development and organization of analytics to support the strategic business needs of account groups.
+ Manages the full life cycle of projects which includes leading internal business and technical staff and/or vendors to ensure analytic project deliverables/goals are met and integrated with existing Blue Cross Blue Shield systems. Coordinates analytic resource capacity across divisions.
+ Uses technical systems skills, healthcare analytics and managed care expertise to establish efficient and effective system infrastructures and reporting tools needed for Account Groups, customers and stakeholders.
+ Responsible for integrating Account Group or customer programs with Network Development, Customer Service, Clinical Services, Information Technology, Actuarial and Finance departments.
+ Serves as a subject matter expert for the organization with regards to the analytical needs of Account Groups and customers.
