The Administrative Specialist supports the Office of the Chief Operating Officer (OCOO). The work will allow OCOO to create a long-term strategic plan and coordinate the day-to-day work that aligns with the National Coordinator priorities and President’s Management Agenda (PMA). This position will support a variety of projects to streamline and improve the functions of OCOO. The Administrative Specialist will be expected to have knowledge of project management, solving organizational problems by analyzing processes, workflows and systems with the objective of identifying opportunities for either improvement or automation, and functions of a federal operations office. Familiarity with the Department (Health and Human Services) is desirable, but not a requirement.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Provides consulting on strategic planning, project management and creating briefing materials for the COO.
Tracks milestones and progress for strategic projects outlined by the OCOO.
Updates strategic documents regularly.
Meets with OCOO Division Directors, Deputies and Branch Chiefs to identify risks and opportunities to streamline efficiencies.
Collaborates with the Deputy COO, COO Special Assistants, Data Team and Performance Officer on projects.
Demonstrates expertise in the Microsoft Office Suite (such as Office, Word, Excel, and PowerPoint), Salesforce, SharePoint, MS Teams and Tableau.
Improves, executes and effectively communicates significant analyses that identify meaningful trends and opportunities across the business.
Participates in regular meetings with management, assessing and addressing issues to identify and implement improvements toward efficient operations.
Interprets data and analyzes results using analytics, research methodologies, and statistical techniques.
Develops and implements data analyses, leverage data collection systems and other strategies that optimize statistical efficiency and quality.
Acts as a liaison between staff and management, analyzing and interpreting data involving company procedures, policies and workflows.
Prepares, analyzes and summarizes various weekly, monthly and periodic operational results for use by various key stakeholders, creating reports, specifications, instructions and flowcharts.
Conducts full lifecycle of analytics projects, including pulling, manipulating and exporting data from project requirements documentation for design and execution.
Evaluates key performance indicators, provides ongoing reports, and recommends business plan updates.
Additional projects will be assigned as needed.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor’s degree and a minimum of three (3) years’ relevant experience working in a professional business environment; or six (6) years’ relevant experience.
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Operational knowledge and skill in administrative / clerical practices and systems, such as word processing, presentation development, records management, schedule / time management, as well as other office procedures and terminology.
Advanced proficiency in using Microsoft Office Suite (i.e., Outlook, Word, Excel, PowerPoint, Access, Visio, etc.).
Excellent written and verbal communications skills with knowledge and ability to utilize appropriate grammatical skills at a professional level.
Ability to work and communicate effectively with all levels of management and coworkers, as well as a wide range of people with diverse backgrounds.
Ability to identify problems and to use sound judgment.
Ability to work independently on assigned tasks as well as to accept direction on given assignments.
Ability to handle highly sensitive and confidential information with exceptional discretion.

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
