Engineer Senior

SUMMARY: Performs a variety of professional engineering duties in support of assigned projects including street maintenance, traffic engineering, construction management, and water distribution.  Assist with management, coordination and operations of the City Engineering Department

Essential duties and responsibilities may include, but are not limited to, the following:

• Design, draft, and prepare construction plans for various capital improvement projects including but not limited to reconstruction of existing roads, installation of new water and sewer lines, replacement of concrete infrastructures, and rehabilitation of reservoir tanks.
• Provides project management by reviewing and approving contractor submissions, reviewing all lab and field testing results, and checking the accuracy and completeness of all project components.
• Responds to inquiries from the general public regarding flood plains, issues with City streets, alleys, and traffic; provides various flood plain management services.
• Acts on City Engineer’s behalf which may include attending meetings and public hearings, and providing City Council with information about pending capital improvement projects.
• Reviews plans, designs, and documents prepared by Engineering staff and other departments.
• Supports the relationship between the City of Roswell and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Training, and Experience:

Bachelor’s Degree in Civil Engineering or closely related field AND ten (10) years of engineering experience; of which six (6) years’ experience as a licensed professional engineer. Must be licensed by NMBLPEPS in good standing.

Knowledge Of:

• City and Department policies and procedures.
• Principles and practices of traffic engineering and roadway design.
• Methods and techniques used in conducting engineering inspections.
• New Mexico Department of Transportation (NMDOT) standards and specifications.

Skill In:

• Establishing and maintaining effective working relationships with co-workers and the public.

• Communicating effectively, both verbally and in writing.
• Designing and drafting construction plans using computer automated drafting software.
• Interpreting, applying, and enforcing Federal, State, and local polices, laws, and regulations.

LICENSE AND CERTIFICATION REQUIREMENTS:

• New Mexico Driver’s License with a good driving history.
• A New Mexico State Driver’s License is required. Must possess registration as a Professional Engineer or obtain certification within six months of employment.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in a standard office environment with some field work. May be exposed to some dangerous tools, equipment, and construction materials. Requires some physical exertion including walking, climbing, and kneeling; safety procedures to be followed, including the use of personal protective equipment

PRE-EMPLOYMENT REQUIREMENTS:

• Must be able to pass a rigid background investigation including work history, criminal records, driving records, and other records deemed necessary.
• Must pass a pre-employment drug screen administered by a City-designated facility.
• Must pass a pre-employment physical examination administered by a City-designated facility.

CONDITIONS OF CONTINUED EMPLOYMENT:

Incumbents and candidates must have and maintain a satisfactory driving record and insurability in accordance with the City’s insurance carrier.
