ESSENTIAL AREA OF RESPONSIBILITY:
All areas of responsibility listed below are essential to the satisfactory performance of this position, with reasonable accommodation, if necessary. Work responsibilities may vary, depending upon assignment. Work is to support the Joint Project Manager for CBRN Protection (JPM CBRN P) Staff located in Stafford, VA.
GENERAL FUNCTION:
- Participate in Configuration Control Boards, input, and review Engineering Change Proposals (ECP) for items in sustainment, participate in configuration control boards, assess whether an ECP should be elevated to the lead engineering or Product Support Manager (PSM) for concurrence, and provide summaries and reports on ECPs at defined intervals.
- Review and provide responses to engineering support requests (339 Actions) from the Defense Logistics Agency that range from updates to technical data to clarifications on technical requirements.
- Provide guidance and expertise regarding use of various forms of technical data including but not limited to Purchase Descriptions, Commercial Item Descriptions, Performance Specifications, Detail Specifications, and drawing packages.
- Provide input and impacts to procurement strategies and follow-on procurements in sustainment based on the type of technical data used to procure an item.
- Provide input to textiles engineering decisions in design and manufacturing.
- Provide technical assessments of engineering data related to shelf life.
- Provide engineering expertise in collaborative Joint Service environments with consideration of roles in enterprise level partnerships between the Defense Logistics Agency, primary inventory control points, engineering support activities, and program executive offices.
- Lead or assist the lead engineer or product support manager in executing program-level IPTs for systems engineering, risk management, and configuration management.
- Participate and provide input to program functional Integrated Product Teams, In-Process Reviews (IPRs), milestone decisions, and required program updates.
- Develop and author systems engineering documentation, e.g., Systems Engineering Plan (SEP), Configuration Management Plan (CMP), etc., in support of the program.
- Provide systems engineering input into program documentation (e.g., Life Cycle Cost Estimate (LCCE), Life Cycle Management Plan (LCMP), Test and Evaluation Master Plan (TEMP), Test and Evaluation Strategy (TES), etc.).
- Conduct systems engineering process analysis and provide input to leadership (i.e., Product Support Manager and/or Lead Test Engineer).
- Identify, assess, and develop plans to mitigate program risks and system safety risks.
- Translate program requirements into language for a Performance Specification (PSpec), Statement of Work (SOW), and associated Contract Data Requirements List (CDRLs) for material solution solicitation and update them as necessary.
- Develop and author systems engineering documentation, e.g., Systems Engineering Plan (SEP), Configuration Management Plan (CMP), etc., in support of the program.
- Respond to systems engineering inquiries and taskers assigned by the PSM.
- Attend meetings or discussions either in person, via telecon, or using Microsoft Teams if on-site gatherings and/or travel are restricted.
- Follow policies and procedures as described in corporate manuals and directives.
- Attends work each day during scheduled work hours unless on approved travel or time off.
- Perform occasional travel to contractor and customer sites, as required (see WORKING CONDITIONS below).
- Work flexible hours, including occasional overtime.
- Carry out other duties as may be assigned or requested.
WORKING CONDITIONS
- Work is performed indoors with some potential risks to safety and health hazards related to electronics.
QUALIFICATIONS:
Education/Certifications/Experience/Skills:
- Bachelor’s degree in Engineering, Physics, Chemistry, Biology, Mathematics, Engineering Management, or a related discipline with 8 -10 years of general experience and 5 years of relevant experience.
- Tradeoff Requirement: Associate degree or professional certificate in Engineering, Physics, Chemistry, Biology, Mathematics, Engineering Management, or a related discipline, as well as 10 years of general experience and 7 years of relevant experience.
- Shall have excellent communication skills (Verbally and Written).
- Shall possess comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word.
- Must possess a government security clearance at the Secret Level.
- Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.
Physical Skills and Abilities:
- May require lifting, up to, 25 pounds.
- Requires visual acuity to use a keyboard.
